Regulations of the International Film Festival “Zerkalo”
 named after Andrei Tarkovsky (May, 24-30, 2010, Ivanovo, the Ivanovo region)

GENERAL PROVISIONS
Article 1
 With a view of development of a cultural exchange, mutual understanding between people and cooperation between cinematographers of the world the IV International Film Festival “Zerkalo” named after Andrei Tarkovsky will take place in Ivanovo on May, 24-30, 2010.

ORGANIZATION OF THE FESTIVAL
Article 2
The International Film Festival “Zerkalo” (further – IFF “Zerkalo”) is founded by the Government of the Ivanovo region of the Russian Federation.

IFF “Zerkalo” is carried out under the support of the Administration of the President of the Russian Federation, the Government of the Russian Federation, and the Ministry of Culture of the Russian Federation.

General management on preparation and conducting the Festival is carried out by the Organizing committee.

Chairman of the Organizing committee – M.A.Men (the Governor of the Ivanovo Region).

President of the Festival – P.S.Lungin, film director, People’s Artist of Russian Federation

Director of the IFF “Zerkalo” – T.B.Kotlova, Chief of the Department of Culture and a Cultural Heritage of the Ivanovo Region

Selection board – S.Lavrentiev, N.Evlyukhin, G.Dolmatovskaya.

FESTIVAL PROGRAM
Article 3

The Festival program includes:

International competition of fiction films. Panorama of Russian films “New Russian Cinema”. Panorama of non-fiction films. Animation panorama. Program of the films, devoted to the 65th  anniversary of the Great Victory. Retrospectives. Professional debates. Master-classes.

Article 4
Those who wish their film to participate in the IV IFF “Zerkalo” should officially declare about it to the Management of the Festival not later than May, 1, 2010.
The Selection board will carry out the selection of films for participation in IFF “Zerkalo” till May, 11, 2010. The program of the Festival film-screenings is determined by the Management.

Each film can be shown during the Festival no more than five times, including screenings for the press.

Article 5
Only films that were finished not earlier than July, 1, 2008 can participate in fiction films competition.

World and International premières are preferable.

No less than 10 films must participate in the contest.

Only movies on film (format of 35 mm) with an optical soundtrack are accepted.

Copies of films accepted to the competitive program, should be received by the Management of the Festival no later than May, 15, 2010

Article 6
For any other festival programs films in an original format of their making are accepted: on a film with format of 35 mm with an optical soundtrack, on video storage medium, etc.
Copies of the films accepted for screenings in other programs of the Festival, should be received by the Management of the Festival no later than May, 15, 2010.

Article 7
All the terms are obligatory; otherwise the Management of the Festival serves the right to exclude a film out of the program of the Film festival.

DOCUMENTATION

Article 8
 Filled entry-form for each movie, confirming its participation in IFF “Zerkalo”, should be received by the Management of the festival no later than May, 12, 2010.

The following documents should be sent to the Management of the festival simultaneously with the message on participation:

- Full text of the film in the original language and in one of the following languages: Russian, English, French, Spanish;
-List of subtitles in English or French;
-Libretto, promotional materials, press-release;
-Advertising roller and some shots of  the film on BETACAM SP PAL;
- Materials for the catalogue (data about creators of a film; photos, including a photo of the director; slides of films).
- DVD of a film for making subtitles.

TRANSPORTATION AND INSURANCE OF FILM COPIES

Article 9

The Management of the Festival covers all the travelling expenses on delivery of films to Ivanovo and back (AIRPORT of the sender - Moscow/Ivanovo - AIRPORT of the addressee).

The Management of the Festival also covers the expenses on storage and insurance of film copies included in the Festival program.

GUESTS

Article 10

The Management of the festival decides the questions on invitation of visitors, terms of their stay and accreditation.

Participation of films in competitive programs of the Festival envisages an obligatory presence of one representative of a competitive film (director or actor/actress).

The Management of the Festival defrays all the residence cost of a representative of a competitive film(director or actor/actress).

Stay conditions of all other visitors of the Festival are stipulated in their personal invitations.
Filled entry-forms confirming participation in IFF “Zerkalo” should be received by the Management of the Festival no later than May, 12, 2010.

JURY

Article 11

International Jury of the fiction films competition is organized for an estimation of competitive movies. The Management of the Festival defrays the expenses on stay of each judge of the fiction films competition with an accompanying person in Ivanovo and their travelling expenses to Ivanovo and back.

A person, who took part in making of a competitive film or its commercial hire, cannot be a member of the Jury.

PRIZES

Article12

The Jury of fiction films competition awards the following prizes:

 Grand prix to the Best Fiction Film.
 Prize to the Best Director.
 Prize to the Best Male Part.
 Prize to the Best Female Part.

 Other prizes:

Special prize of the Festival Organizing Committee For the outstanding Contribution to the World Film Art.
Special prize of the Festival President.
Prize of the Guild of Film Scientists and Film Critics of Russia.
Prize of the Audience.
Diploma of the Festival Participant.

The right of handing over the prizes ex-aequo is excluded.

Personal participation of prize-winners in award ceremonies is supposed.

FINAL PROVISIONS

Article 13

Participation in the Festival provides observance of all the items of the present Regulations.

In case of any moot points about the Regulations, the Russian text of the present Regulations is assumed as a basis.

Management of the IFF “Zerkalo” has the right to solve all the questions not specified in the Regulations in accordance with standard practice of the international film festivals.
